{"id":19991,"date":"2023-02-16T22:29:57","date_gmt":"2023-02-16T22:29:57","guid":{"rendered":"https:\/\/wildsalmoncenter.org\/?p=19991"},"modified":"2023-02-16T22:29:57","modified_gmt":"2023-02-16T22:29:57","slug":"with-springers-on-the-brink-noaa-considers-new-esa-protections","status":"publish","type":"post","link":"https:\/\/wildsalmoncenter.org\/2023\/02\/16\/with-springers-on-the-brink-noaa-considers-new-esa-protections\/","title":{"rendered":"With Springers on the Brink, NOAA Considers New ESA Protections"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">A paradigm shift in conservation genetics centers two new requests to list Oregon and California spring Chinook.<\/h2>\n\n\n\n<p><strong>In January, the National Oceanic and Atmospheric Administration added <\/strong><a href=\"https:\/\/media.fisheries.noaa.gov\/2022-08\/2022%20Chinook%20Petition%20080422_508-compliant.p\"><strong>two Chinook salmon populations as candidates<\/strong><\/a><strong> for protection under the Endangered Species Act.<\/strong><\/p>\n\n\n\n<p>The petition under consideration\u2014submitted by the Center for Biological Diversity, Native Fish Society, and Umpqua Watersheds\u2014seeks to list both <a href=\"https:\/\/media.fisheries.noaa.gov\/2022-08\/2022%20Chinook%20Petition%20080422_508-compliant.pdf\">Oregon Coast and Southern Oregon\/Northern California Chinook<\/a>.&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/wildsalmoncenter.org\/wp-content\/uploads\/2020\/10\/IMG_9982-scaled-1500x1000.jpg\" alt=\"\" class=\"wp-image-12809\" width=\"420\" height=\"300\"\/><figcaption>On Oregon&#8217;s North Umpqua River, Wild Salmon Center Science Director Dr. Matt Sloat pauses from underwater videography of spawning spring Chinook.<\/figcaption><\/figure>\n<\/div>\n\n\n<p>Along with a still-pending 2017 petition to list <a href=\"https:\/\/media.fisheries.noaa.gov\/dam-migration\/17-11-02_esa_petition_klamath_trinity_spring_chinook_508_coompliant_opr3.pdf\">Upper Klamath-Trinity River Chinook<\/a> from the Karuk Tribe and the Salmon River Restoration Council, <strong>the requests represent a two-pronged approach to winning protections specific to the spring runs of these salmon populations<\/strong>.<\/p>\n\n\n\n<p>In both cases, the petitioners ask NOAA Fisheries to either list spring Chinook (&#8220;springers&#8221;) separately, as their own \u201cevolutionary significant units,\u201d or rule that their chronically low abundance warrants whole-population protections\u2014including fall Chinook, which currently fare somewhat better by comparison. NOAA is expected to make a decision on the coastal populations by late summer 2023.\u00a0<\/p>\n\n\n\n<p>In the past, the agency has denied similar petitions by citing the reproductive compatibility of spring and fall Chinook. <a href=\"https:\/\/wildsalmoncenter.org\/2020\/12\/16\/first-salmon-last-chance-part-iii\/\">But science shows that these two populations are far from interchangeable<\/a>.<\/p>\n\n\n\n<p><strong>According to Wild Salmon Center Science Director Dr. Matt Sloat, <strong>spring and fall Chinook are both genetically and behaviorally distinct,<\/strong> <strong>with unique habitat needs.<\/strong> And when <\/strong><a href=\"https:\/\/wildsalmoncenter.org\/2020\/09\/24\/springchinook1\/\"><strong>counted apart<\/strong><\/a><strong> from their fall-run cousins, the trendlines for spring Chinook are alarming<\/strong>. <\/p>\n\n\n\n<p>\u201cSpring and fall Chinook have many similarities, but the differences these runs accrued over evolutionary time are all-important,\u201d Dr. Sloat says. \u201cWe now know just how easy it can be to lose the genes that make a spring Chinook a spring Chinook.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1500\" height=\"1000\" src=\"https:\/\/wildsalmoncenter.org\/wp-content\/uploads\/2020\/09\/SpringChinook11-JMcMillan-1500.jpg\" alt=\"\" class=\"wp-image-12658\" srcset=\"https:\/\/wildsalmoncenter.org\/wp-content\/uploads\/2020\/09\/SpringChinook11-JMcMillan-1500.jpg 1500w, https:\/\/wildsalmoncenter.org\/wp-content\/uploads\/2020\/09\/SpringChinook11-JMcMillan-1500-600x400.jpg 600w, https:\/\/wildsalmoncenter.org\/wp-content\/uploads\/2020\/09\/SpringChinook11-JMcMillan-1500-300x200.jpg 300w, https:\/\/wildsalmoncenter.org\/wp-content\/uploads\/2020\/09\/SpringChinook11-JMcMillan-1500-1024x683.jpg 1024w, https:\/\/wildsalmoncenter.org\/wp-content\/uploads\/2020\/09\/SpringChinook11-JMcMillan-1500-768x512.jpg 768w\" sizes=\"auto, (max-width: 1500px) 100vw, 1500px\" \/><figcaption>Spring Chinook. (PC: John McMillan)<\/figcaption><\/figure>\n\n\n\n<p>With the science clear on springers&#8217; rapid decline, a <a href=\"https:\/\/www.the-scientist.com\/features\/geneticists-light-up-debate-on-salmon-conservation-70906\">growing number of conservation scientists<\/a>, Tribal fisheries managers, conservation and recreational fishing groups are now pushing agencies to reconsider past stances on what spring Chinook, specifically, need as a species.\u00a0<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>We now know just how easy it can be to lose the genes that make a spring Chinook a spring Chinook.<\/p><cite>WSC Science Director Dr. Matt Sloat<\/cite><\/blockquote>\n\n\n\n<p><strong>While WSC is not a petitioner in either case, the argument that spring Chinook deserve special protection is grounded in genetic discoveries by WSC scientists and our partners<\/strong>. <\/p>\n\n\n\n<p>In recent years, this new research has <a href=\"https:\/\/www.the-scientist.com\/features\/geneticists-light-up-debate-on-salmon-conservation-70906\">upended schools of thought about how to best protect early-returning salmonid populations like spring Chinook<\/a> and summer steelhead.<\/p>\n\n\n\n<p>For millions of years, Dr. Sloat says, springers sustained both their unique genetics and success by returning to freshwater early enough to claim exclusive spawning habitat in the highest reaches of still-swollen river systems.&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"475\" height=\"380\" src=\"https:\/\/wildsalmoncenter.org\/wp-content\/uploads\/2020\/12\/Jess-Dam-ArmyCorps-475.jpg\" alt=\"\" class=\"wp-image-13455\" srcset=\"https:\/\/wildsalmoncenter.org\/wp-content\/uploads\/2020\/12\/Jess-Dam-ArmyCorps-475.jpg 475w, https:\/\/wildsalmoncenter.org\/wp-content\/uploads\/2020\/12\/Jess-Dam-ArmyCorps-475-300x240.jpg 300w\" sizes=\"auto, (max-width: 475px) 100vw, 475px\" \/><figcaption>Since 1977, the William Jess Dam on Oregon&#8217;s Rogue River has cut off spring Chinook salmon from accessing much of their historic spawning habitat. (PC: US Army Corps of Engineers).<\/figcaption><\/figure>\n<\/div>\n\n\n<p>But now, with vast areas of historic spring Chinook habitat damaged or walled off <a href=\"https:\/\/wildsalmoncenter.org\/2020\/10\/22\/first-salmon-last-chance-part-ii\/\">by dams<\/a>, remnant spring Chinook populations are often forced to compete with fall runs for remaining spawning gravel. <strong>Wherever different Chinook runs interbreed, Dr. Sloat says, the fall-run genes are winning out<\/strong>.<\/p>\n\n\n\n<p>That\u2019s very bad news for Tribes like the Karuk\u2014for whom the \u201c<a href=\"https:\/\/wildsalmoncenter.org\/campaigns\/spring-chinook\/\">first salmon<\/a>\u201d has represented the <a href=\"https:\/\/wildsalmoncenter.org\/2020\/10\/22\/first-salmon-last-chance-part-ii\/\">center of spiritual and community life<\/a> for millennia\u2014along with countless other Pacific Northwest fishing communities that prize spring Chinook most highly among salmon harvests.<\/p>\n\n\n\n<p>\u201c<strong>We now know that if we lose the gene for spring Chinook in a river, we can\u2019t expect that run to ever recover on its own<\/strong>, no matter how much we might improve water conditions or restore habitat,\u201d says Dr. Tasha Thompson, a leading conservation geneticist.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>If we lose the gene for spring Chinook in a river, we can\u2019t expect that run to ever recover on its own, no matter how much we might improve water conditions or restore habitat<\/p><cite>WSC Polsky Research Fellow Dr. Tasha Thompson<\/cite><\/blockquote>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/wildsalmoncenter.org\/wp-content\/uploads\/2023\/02\/Lost-Salmon-Tasha-Mike-leap-h-1500x808.jpg\" alt=\"\" class=\"wp-image-19996\"\/><figcaption>Wild Salmon Center Polsky Research Fellow Dr. Tasha Thompson and her partner, Dr. Mike Miller, on the banks of the North Umpqua River.
